I'll leave BSA policies to others (AFAIK, it's left to the discretion of
the charter organization and unit), but avoiding fees is a matter of
shopping around. Many institutions will give a no-fee checking/savings
account to a Scouting unit. Shop the smaller institutions -- the
mega-banks could care less about community service, and are the source
for many of the new 'user fees' now being imposed. Even for those banks
that don't give free checking, there's usually a low-fee option that
permits a certain number of 'free' checks per month before fees kick in.
