If I were you I'd set up an account even if you don't go through a lot of
money per year in your troop. It certainly makes it easier for doing
things like paying for summer camp, purchases for courts of honor, etc. I
also think it protects you personally from any kind of charges of
"operating out of your back pocket". Just makes sense. Keep in mind that
the money ACTUALLY belongs to the charter org, not the troop.....troops own
Most banks will be glad to offer you a free account if you tell them your
circumstances. If they don't, PUSH it with their chairman/president or
better yet, their public relations folks (g).
