The only flag retirement ceremonies I can find involve burning the American flag, which is not an option at that time. If anyone has any ideas or suggestions on ways we can retire these flags, your thoughts would be extremely welcome.

Use this as the opening ceremony at your next Pack meeting.
I suggest you have the Troop Committee Chair read a letter reciting a
short history of the Pack under the old flags, and end with a statement
about your Pack's future. Then while three Scouts per flag furl the old
flags about their poles (one at the bottom of the pole rolling the pole,
one at the top rolling the pole and straightening the flag, and one at
the base of the flag straightening the flag); three Scouts per flag
unfurl the new ones. At an order from the Cubmaster to Post the Colors,
the Scouts with the new flags post them into their bases. The three
Scouts with the old flags walk off of the stage with the old ones.
Good luck on your new position.
