Without belittling your procedure -- and it does have the benefit of
predictability -- I hardly would characterize a set BOR date as a
prerequisite for or indication of "a decent committee."
By way of contrast, we have a predictable contingent of committee
members who attend just about every weekly Troop meeting, so we can
schedule BOR's virtually on demand. I ask that I be notified by the
Scouts needing a BOR the week before if possible, but if the SM
conference is completed before the meeting, and we're not otherwise
booked, we try to do it that evening. I do insist on full 'Class A'
uniform, unless the circumstances (the middle of a camping trip, for
instance) indicate some flexibility is in order. Since we are in a
fairly liberal council regarding purchase of badges of rank, etc., I
keep a stock of patches on hand, so we can usually do the award that
night (I reserve the fancy signed card for award at the roughly

Not a bad idea, but in our Troop most of the Scouts know the committee
members just as well as they do the ASM's, so no special meeting is
