Many troops have a regularly scheduled BOR time, ours is every third week of
the month. Who is responsible for seeing that a BOR is AVAILABLE, the BOR
chairman, whoever is assigned that role.
More importantly is who is responsible for asking the BOR chairman to schedule
the scout. The answer must be (IMHO) the SCOUT. Just as he has to contact
the SM and say "Mr. SM I have passed all my requirements for "rank" and I
would like to schedule a SM conference with you.", he should then have the
maturity to be able to take the next step and say, "Mr. Brown, I have
completed my SM conference for "rank" and I would like to (schedule or be put
on the schedule) for a BOR."
If there is not a designated lead BOR adult to arrange for the requisite
number of adults, then the duty would fall to the CC, because as often
discussed on the list, BOR is a committee function as opposed to a leader
(i.e. SM) function.
