What is going on here!!

I just joined this group for all intents and purposes to help our units
here in Middletown, Ca with there Scouting program. New ideas etc. and
have enjoyed reading everything so far. I have been in Scouting 36 years
and my husband over 40 and maybe I have missed something here.
What disturbs me. Is that a lot of you are not reading the scout
handbooks or listening to the trainer if they are reading the books
correctly. In scouting you do not do uyour own thing. You do the Scout
I wonder how many people read the Cub Scout program planning book which
gives the programs each month and recommends Program planning for the
whole year . Do all you have a theme for each month. Do you all have an
opening and a closing? Do you all have an advancement ceremony. Where
you give out awards EACH MONTH. The idea that a boy has to wait to
receive his Wolf, Bear Weblos badge until a certain month is crazy. When
does he then work on his arrows. When I was involved with this program
in Kansas City, Mo and also in Illinois as well as in California. There
was a procedure to follow. Tes, I did go to den training etc.
At a pack meeting you have an opening, a song, a skit or skits depending
on the number of dens that you have, ADVANCEMENT, Announcements,
Closing. Each den is given an assigned job to do each month. Opening,
Closing, Skit, Song, Refreshments, Greeters depending on how many dens
you have in your group. For advancement we would make a tripos or log
with candles etc each month signifying the different advancemnts, or if
i.e. Indian Theme have cm dressed as Chief Akela doing the awards etc.
If you watch your training videos it is pretty explicit as to how this
is done. I hope I am not being too caustic with some of this to all of
you as we are in this program to give the best that we can to the boys
and to teach the parents as well.
It was interesting to me, that when my daughter had our grandson in Cub
Scouts the first year after having attended a number of Pack meetings
over the years with her brothers and assisting me at times at den
meetings, she was so upset and concerned as to how loose things had
become. and when she would mention someting about it. She was told that
it really wasn't any of her business, as this is the way that they
wanted to do it. Again, I had to put my two cents worth in. but, I
would love to hear from some of you folks who have been around a few
years and let me know what you think. By the way I have been a Den
mother, unit commissioner, member of committee, ran the local day camp
in Rohnert Park, and th e council day camp for several years, and
received the Silver Beaver about 19 years ago with the Redwood Empire
Council formerly ( Sonoma Mencocino Council) in Rohnert Park. All or our
sons are also Eagle Scouts. However , all of this is immaterial to the
fact that I am concerned about what I am reading from some of you as to
how you are conducting your cub scout meetings. Am I missing something
