We have a regularly-scheduled BOR on the last meeting night of each month.
We have a small committee, and not all the members come to every meeting
(unlike us, some of them have lives outside Scouting.) We want the members
to be able to know in advance they have to reserve a meeting night. I tell
the Advancement Chair (my wife, bless her) which Scouts and ranks are coming
up after the Scoutmaster Conferences. If no Scout schedules a conference
with me before the last meeting, I tell her to cancel the BOR.
If a Scout wants a Board of Review before the regularly scheduled one, he is
responsible for arranging it with the Advancement Chair. The Committee
members have to decide whether to schedule the BOR. So far, they have been
very accommodating, but it is their choice and I do not get involved.
I am sure things would be different if we had more Committee members
attending Scout meetings, but this has worked for us for three years with few
