Bob Taylor asks:
"a Scout passes his SM Conference for rank advancement: WHO is responsible
for calling for a board of review? the SM, the Scout? how do you handle
this in your unit? what does the advancement guidelines say, if anything
about this step?"
At Troop 1, Tulsa, Okla we have the following proceedures.
1. When a scout request a scoutmaster conference, the SM makes a printout
from Troop Master. The SM next checks the participation summary we print
monthly. The scout is always required to have his handbook. The SM holds the
conference and verifies the accuracy of both the handbook and the troop
2. Following the SM conf. the Scoutmaster signs the handbook and the TM
record shet and returns both to scout.
3. The scout delivers the TM record to the BOR chairman who schedules the
4. Following the BOR the members of the BOR sign the handbook and the TM
record. The chairman of the BOR returns the TM record to Advancment chairman
for entry into the Troop records.
Normally there is a one week period between SM conf and BOR. (not always
depending on the members of the BOR being present and how many other
obligations they may have.)
I hope this helps. This proceedure had stopped the breakdown in getting the
record to the proper person and mistakes, (a scout who should not have yet had
a SM conf or BOR.)
