new scouts and merit badges

If you have a new scout who has been in the troop for several months (let's
say 6 or more) AND your troop is helping new boys advance as they should,
following the plans for BSA's suggested new scout patrol, I have found that
there is NO POINT in having these same scouts take the first year camper
program at summer camp. By that point they either will have completed or
nearly completed everything for first class, except for their 10 activities.
The young man is ready for more; he will merely be a distraction for the
other boys, perhaps a show-off, or worse in a class that can do some good
for many boys.
I can see MANY reasons why I would encourage a new scout to take merit
badges at camp, rather than the up-to-First Class courses.
My council, in fact, has seen some wisdom in this as well. Our first-year
camper class is a mixture. During the week, the boys finish most of their
first class work AND 4 merit badges.
