Questions for New Boy Scout

I am surprised to see that there have been 3 replies to this message so far
and no one has yet asked why someone would recommend that a new Boy Scout,
just crossing over from the Webelos, work on 5 merit badges his first year
at summer camp. If the camp's merit badge counselors are correctly
following all the requirements for each merit badges, I believe 5 merit
badges are too much of a load for a first year Scout.
Many Boy Scout summer camps have a special program for first year Scouts in
which those Scouts learn the basic Scouting skills they will need for
Tenderfoot, Second Class, and First Class, and perhaps work on a merit
badge or two. This would be my recommendation for any first year Scout.
My philosophy about merit badges a Scout should work on at summer camp is
to recommend the outdoors ones, the ones Scouts cannot easily earn at home.
I would therefore put First Aid at the bottom of the list, not at the top
as some others have done. I guess the other reason I would put First Aid
at the bottom of the list is that I know our local First Aid merit badge
counselors will make sure that each Scout knows his stuff and completes
every one of the requirements before they sign the merit badge cards. I am
much less confident about counselors at some summer camps and at national
Scoutmaster, Troop 180
