Is the purpose of the Scouting program to create Eagle Scouts or is the
purpose to help youth develop character, citizenship, & fitness. Are we
more concerned with the results or the way those results are obtained. Are
we attempting to decorate a uniform, or fill the uniform with substance. Do
people look at a Scout and believe that Scout can start a fire, camp and
swim, or do they see a problem wearing green. Is advancement the end all or
the way the goals of Scouting are accomplished.
If you believe Scouting is rank, waiver the requirements for Eagle, let
anyone who wants to become an Eagle. You can work you way up, waive your
way up or even buy your way up.
If the boy of today and the man of tomorrow, then the Eagle Rank recognizes
those youth who have achieved all aspects of the goals of Scouting.
Waiving a requirement is not achieving.
