Has the CC or some other Committee member talked to the mother or guardian?
Do not make the mistake of judging someone by the way they look. I don't
think there is a way of dressing poor, if there was people would be throwing
money at me.
Approaching the parent and offering financial help can be done with tact and
done discreetly. This should not be up for discussion within the committee.
Your Pack should have a standard on ways to take care of situations such as
this with as few as possible members a part of this. This could be an
embarrassing situation for them and/or for your committee. Sometimes people
do take advantage of others good nature but they have to live with it.
Scouting should be of no charge to those that cannot afford it. Women's Clubs
and others will gladly "sponsor" a scout or two if asked. I hope this helps
and don't let it turn into a catty gossip situation - remember the child.
