Eagle Project Question

I have a question for the wisdom of the list members.
On an Eagle project, when does a Scout start counting his hours??
Does he start the moment he decides that a project needs to be done,
or once he chooses a specific project??
The reason I am asking is because we have a Scout who just came before
the committee to have his project approved. He listed 25 hours of
planning. He and his father (the SM) both told the committee that the
time included choosing a project. His dad told him to sit down, and
make a list of possible projects. He did many hours of research on
the internet, just to figure out what kind of project he wanted to do.
Does this time count??
I was under the impression that time didn't start to count until the
project was chosen. I realize that only the Scout's time will count
until the district committee approves the project, but when does his
time start to count??
