Our district advancement chair supports that view and recognizes
scoutmasters as mb counselors for those badges.
When serving as a scoutmaster I would delegate that to an ASM to track the
scouts who attended the outings.
But something has always bothered me about this process.
A Boy schould apply for the merit badge whether cooking, hiking etc or
indian lore or sculpting. He should apply for it. The onus is on the boy to
apply. Why should camping, cooking Etc be givens?
BUT (as to your question ) Council & District Advancement policies and
procedures requires registration of ALL MERIT BADGE COUNSELOR onto the
district charter (code 42 no fee)with approval by the district advancement
committee even scoutmasters.
