This is a little like proving a negative, but I'll give
it a try.
The definitive source for advancement rules and procedures
is The "National BSA Advancement Policies and Procedures"
book. This book excerpts BSA's bylaws that concern
advancement, and spells out the procedures that should be
followed to adhere to these bylaws.
Article X Program (Advancement) - Rules and Regulations says
the following in Clause 11:
The responsibility for merit badges shall rest with
the merit badge counselor approved by the local
council and district advancement committee. Merit
badge counselors shall be registered adult members
of the Boy Scouts of America. The merit badge
counselor shall prepare and qualify youth members.
There shall be no board of review procedure for
merit badges, but public recognition may be given
at a unit court of honor or other suitable occasion.
Under the Responsibilities off the District Advancement
Committee is a section on Recruiting and Training Merit
Badge counselors and publishing lists. There are several
paragraphs that touch on this issue:
Persons serving as merit badge counselors must be
registered as a merit badge counselor with the Boy
Scouts of America.

All merit badge counselors must be approved by the
council advancement committee.
<other stuff deleted>
All merit badge counselors, even those that only
serve one unit, must be approved by the district
and council advancement committee, and counselors
must register as a merit badge counselor.
No where in the policies and procedures is there any mention
of an automatic "waiver" of these procedures for Scoutmasters
or anyone else.
Of course, there is nothing in the rules that prevents your
council's advancement committee from having a local council
policy that states that SM's will be assumed to be qualified
to counsel these badges, and to have a system set up where they
automatically register all scoutmasters as merit badge
counselors. The rules are clear, however, that there must
actually be a registration as a merit badge counselor in
addition to his primary registration as SM. (Merit badge
counselors are registered on the district charter with a
special code that escapes me at the moment).
