There is a letter from national, dated August 1995, from P. Karl Rowley,
Director of Council Services Division.
The letter describes a policy approved by the National Executive Board at
the May 19, 1995 National Meeting, which in part states:
"...it is for the unit to determine on the basis of considerations such as
group size or youth behavior whether to admit or to continue the membership
of a youth member."
This statement is added to the Rules and Regulations of the BSA, Article XI,
The entire statement is also found in the NEW Scoutmaster Handbook (#33009)
on page 139.
