I'm not sure which of 2 questions you are asking here, so I'll try to
1. If the question is which requirements to use for EAGLE by a Scout
that has advanced to Life recently, or will advance to Life between now
and 4/1/99, here is what I've placed on the 1999 Eagle Requirements page
on USSSP at:
Scouts and Venturers who became Life Scouts before October 1,
1998, have until April 1, 1999 to complete the OLD
requirements. (The Board of Review MAY take place
after April 1st, if the requirements are completed by that
Scouts and Venturers who were NOT Life Scouts by October 1,
1998, must use the NEW Requirements (below).
After April 1, 1999, ALL Scouts and Venturers must use the
NEW Requirements (below). Explorers (Participants in the
Learning for Life Exploring program) will continue to use
the OLD requirements until December 31, 1999.
The second paragraph is there, since if they didn't reach Life by
10/1/98, they can't have 6 months as a Life scout complete by 3/31/99.
2. If the question is whether they can use Hiking MB or Cycling MB as
"Eagle Required" badges to reach Life, or conversely, can they still use
Sports MB and Safety MB for the same purpose, the answer is "YES"
I love answering "either-or" questions that way. :-)
They can use any of those 4 between the time the new Handbook was issued
and 4/1/99, when advancing to Life (or Star). BSA recognizes that,
although the requirements Book states that the new requirements are
effective 4/1/99, since the Handbook was issued in late 1998, Scouts
can use and have been using the new requirements since the Handbook was
