Interesting observation! And even more interesting if we take a look at
what BSA is trying to state here. Could be possible that the T-1st Class
requirements concerning swimming and rescue are put there to DEMAND a
certain level of competency while the swimming MB (more advanced
instruction) is optional to advance to Eagle. Now, take a look at the NEW
aquatic requirements for 1st Class....(reqs. 9c and 9d
specifically)....they are taken directly from what used to be Swimming MB
requirements! These are MUCH stiffer requirements than in the past. I
infer that national has made a conscious choice to put even more emphasis
on swimming to insure that all scouts have that minimum level of competency.
