Ummm wait a sec. Page 439 of the new handbook says "NOTE:
alternate requirements for the Tenderfoot Rank are available for Scouts
with physical disabilities if they meet the criteria listed in the Boy Scout
Requirements book no 33215
page 441 & 443 both have a little emblem in the swimming requirements
and when you look at the bottom of the page it says "This requirement
may be waived by the troop committee for medical or safety reasons"
so, is it safe for a Scout that has a definate fear of water to swim? That
is for the Troop Committee to decide.
