This is definitely one of those areas that varies greatly from troop to
troop. There is no right answer and you have to do what works best
for your own troop.
In my troop, food money is handled through the patrols. Activity fees
are set based on actual cost from free to about $10. Adult leaders
pay activity fees if they stay for the activity. Driver do not get
reimbursed or compensated. If a driver is just dropping off and not
staying, then they do not pay the activity fee.
The troop pays adult membership fees and the summer camp fees
for adults. Adults pay their own way on high-adventure trips.
Adult leaders can usually deduct activity fees and mileage at $0.14
per mile from their income taxes.
Since none of the above is in writing anywhere for my troop, we are
free to change our minds on any given outing. "indecision is the key
to flexibility" ;-)
