As in most generalizations, this is just not true. The boys will get as
much or more out of a program being a part of an experienced patrol.
It's all in the way you and your PLC handle new Scout training and advancement.
If you let the older boys do it all, then you are correct, the new boys
get no experience. If you let the new boys do it with guidance from the
older boys, they do fine.
