Well, you just didn't look hard enough in the archives, because it was
early last week when this was discussed under the subject
"Clarification of Advancement Changes." :-) But don't worry, I still
had my post and "cut and paste" works wonders.

Here is the relevant portion of my post which answered this question:
"A number of questions have been raised recently about the application
of some of the advancement changes. I just got off the phone with John
Dalyrmple, the advisor to the advancement committee at national, who
was, as usual, very helpful. Here is what I found out.
Second, the Board of Review need not take place prior to 4/1, in order
to use the OLD requirements, provided that all the requirements for the
rank have been met by that date. This includes ALL ranks, but
I further asked him whether there was any time limit on how far past
4/1 the board could be held using the old requirements and he agreed
that 6 months was the reasonable amount of time and that, in essence,
the same rules would apply in this case as in a board after the 18th
birthday. That is, if the board is held after 7/1 a letter should be
attached explaining the delay, and if the board would be held after
10/1 permission should be requested from national, in advance, to hold
