In our troop, it is made clear that our fund raising projects are
"Scouting" fund raisers and all funds raised from these projects go to
Scouting. I believe that this is the understanding of the people who buy
our popcorn, etc. and it would not be fair to them to have the money used
for any other purpose.
We do credit part of the funds raised by each Scout into that Scout's
"escrow account". Money from this account can be used to help the Scout
meet major Scouting expenses (summer camp, high adventure, uniforms,
camping equipment, etc.) but not be used for dues or food money for
campouts. If a Scout leaves our troop and has money left in his "escrow
account", that money is moved to our troop "campership" fund to assist our
low income Scouts with their Scouting expenses.
We have never faced a situation in which a Scout transferred to another
troop and asked to have the funds in his escrow account transferred with
him. I can't speak for our troop committee, but I believe that they would
be very reluctant to transfer an escrow account balance to another troop.
One possible compromise would be to have the funds stay with the original
troop, but to have that troop agree that, as long as the Scouts are
registered in another troop, if they submit receipts for Scouting-related
expenses that fit their old troops' rules for use of those funds, they will
