No confusion, Mike. If this is his FIRST Eagle Palm, regardless of
the number of merit badges he has, it would be his Bronze Palm.
The number of merit badges is only *ONE* factor in the Eagle Palm
awarded after Eagle; there's a tenure (three months), leadership
experience and like all ranks, Scoutmaster Conference and Board of
Review which must be held.
After three month's more tenure as an Eagle with Bronze Palm, he
would be eligible for the Eagle with Gold Palm (meeting all of the
other requirements, of course) and three months after that Board of
Review, he would eligible for the Eagle with Silver Palm honors.
Likewise, every three months afterwards, he would be eligible for
the next palm.
Remember, Mike, that there's a lot more to the Eagle Palm than just
earning five merit badges since the last Palm or since Eagle.
While the merit badges used could have been earned at _any_time_
since becoming a Boy Scout, the requirements for the Palm are rigid
and therefore take *time*.
