My understanding of the policy is that adults are not permitted to use
tobacco products in view of youth at Scouting events. While I don't smoke,
that is the rule that I have gone by at all events--from unit camping trips
Perhaps your version of the smoking policy is a council rule, but I think a
council would have a difficult time removing as leader from the BSA for
doing something that is permitted in other locations across the country.
Ah, here it is. This is the statement on smoking as written in the 1993
National Jamboree Scout Guide: "...The policy is that, while in uniform,
participants will not smoke on occasions when, by doing so, they would
subject the Boy Scouts of America to adverse criticism by the public.
