Scholar activity pin

Several months ago my den of Webelos 1 , who all wear tan uniforms,
decided they wanted to do a puppet show at Blue and Gold. I made some
changes in which pins would be done when to accommodate their request. I
have Scholar scheduled to do in December. I told the boys we would be
doing it and went over the requirements with them. The problem is I have
a boy that won't earn the pin. His grades are D's and F's his behavior
is a huge problem, to say the least. His attendance is good because mom
and dad don't want to deal with him. His behavior precludes him from
actively participating in a school activity or service. He has some
problems which are WAY beyond anything I can deal with.
I can get them through the rest of the pin just fine. My neighbor is a
teacher ( not at our school) and a member of our local school board and
she will help us with the other requirements. I can't make this kid
behave and get good grades so what do I do?
Do I continue with my plan of doing Scholar? Do I change my plan and do
another pin in December? Do I try and talk to the boy and his parents
If I change the pin now the boys are going to know why. Is it fair that
I change things now and send the message that if you can't earn a pin
then I will change things so you don't have to deal with it?
