This is not a requirement. Perhaps you meant to
say "as long as it is an official uniform."? Some
leaders can wear the yellow and some the khaki. It
is a personal, and often a financial, decision.
Likewise for the boys. Once a boy is a Webelos, he can
wear the tan shirt (I or II), even if every other boy
is still wearing blue. Generally this occurs because
the boy has outgrown the blue, and this happens at
different times - not magically between WI and WII.
Each boy and his family are responsible for determining
which shirt to buy, and when to buy it for their
Webelos aged boys.
I have heard the many reasons for setting a policy,
and all are well intentioned, and none of them adhere
