You are close. Any Eagle Board of Review for a Scout that has reached
Life since October 1, 1998, will have to be under the new rules.
Similarly, any Life BoR for a boy that reached Star after 9/31/98, and
any Star BoR for any boy that reaches First Class after 12/31/98, will
be under the new rules. In each case, these Boards will be after
Any BoR for a boy that completes requirements for any rank until
12/31/98 must be under the current rules.
For those that will complete requirements for a rank between 1/1/99 and
3/31/99, either set of requirements will be accepted, AFAIK (subject to
the final rules which should appear on the inside front cover of the
1999 Requirements Book).
