I forget who wrote this, but a Scout Leader wrote:

I wasn't going to send an answer to this, figuring that I would keep
quiet for a change and let some of the SM's answer. However, although
I have seen some excellent answers, I haven't seen anyone suggest to
remind the SPL that if he doesn't have the time to call all of the
Patrol Leaders himself, it's okay to call the ASPL and delegate the
job. If I were the SM, I would be very curious why I could reach the
SPL with no problem to give him the message to convey, and yet it
wasn't conveyed. I would feel that a SM conference and a search for
the reason for the communication gap was called for immediately. I
would also be sure to begin the conference with how well he is leading
the troop during the meetings and how confused I was by the
communication problem since he communicates so well during the
meetings. A technique I have had success with is to take the blame
for the lapse myself, asking if I failed to make my wishes clear, or
if I had made him uncomfortable relaying the message.
Please let us know the outcome. This is an intriguing situation.
