I have been approached with this question.
The large traditional troop involved has for the past few years been
confronted with the "older boy problem." The solution, on paper, for the past
few years has been to dually register some of the older boys as Explorers up
until now and as Venturers in the future. The "Explorers" have never really
done anything as Explorers, merely hanging as the older boy patrol, but they
have in some part bought green shirts.
The question is two fold:
1) With respect to the boys registered in the past as Explorers (either singly
or dually with the troop), can they rely on the Dec. 31 1999 old Eagle
requirements exception for "Explorers"?
2) With respect to any boy who now registeres as a Venturer, will they be able
to rely on the Dec. 31, 1999 old Eagle requirements exception for "Explorers
My reaction was no in each case, as these boys were part of a traditional Boy
Scout Troop, at least with respect to those dually registered. And I suspect
that any new Venturers (under the new Venturing program either in the Troop or
seperately registered) will not be able to pull themselves into this exception
if they had previously merely been Scouts. There may be an opening for a boy
who was not previously dually registered.
Sadly, I must ask for a quick answer from some of the powerful minds on this
