National Partner Representative

I'm going to demonstrate my ignorance about National Partner
Representatives by asking the following questions:
1. Can a National Partner Representative be considered to be an analog to
the Chartered Organization Representative on the local level?
2. I am guessing that it would be to the extent that the National Partner
Representative would be a voting member of the National Council, but other
than that I feel there are probably some major differences. What are those
3. Another thing that I am guessing is that there must be some
requirements for an organization to be a National Partner. Is it size of
the organization, number of scouting units sponsored or something else?
4. Finally, assuming that an organization "qualifies" to have an National
Partner Representative may the organization designate a National Partner
Representative or does it have to wait until asked by National?
