I have the 1998 printing in front of me, and it also has the historian,
of course. It also states, at the bottom: "EDITIONS OF THIS APPLICATION
PREVIOUS TO THE 1995 REVISION SHOULD NOT BE USED"
As others have said, The original denial was wrong. For boys completing
their work before April 1, 1999 (and Explorers until 12/31/99), any
version from 1995 thru 1998 is and will be acceptable. After those
dates, as soon as it is available, the new edition will be needed.
