I interpret "must be filled out" to mean the Scout must use to form to apply
for Eagle. Most, but not all, of the information requested will apply to
Our practice is to require the Scout to provide references, both on the form
and by having their references send a letter to the district advancement
committee. If they don't have a religous reference they choose to use, they
can cross out "religious" on the form and write in some other description.
This is satisfactory for us and also apparently for council and national.
