I think that says it all.

We are a relatively young troop, in our 6th year. Our current Scoutmaster
is a great guy, who I have a lot of respect for, and his heart is
definitely in the right place. However, about a year ago, he bought the
company he worked for, and now his attendance is very spotty, and it's like
pulling teeth to get him to take responsibility for anything. Even getting
him to make time to delegate the Scoutmaster's responsibilities seems to be
I (the Committee Chairman) took him aside a few months ago, and we had a
talk about the problem. He recognizes that there is a problem, but simply
doesn't feel he can do much better for now. He once offerred to give up
the job, but there were no takers. So, the rest of us (primarilly myself
and the Advancement Chair) are just doing our best to try to cover for him.
I work with the PLC and attend Roundtables, and I am responsible for JLT.
However, there's really no substitute for a person who's focus is on the
job of Scoutmaster.
I feel a little like I'm rambling here, but the point I'm dancing around
above is that the Scoutmaster position is too important not to have someone
focusing on it as their primary responsibility. Your Scoutmaster should
know that, being the "old hand" at this Scouting stuff that he is. I
suspect that if you sat down with him and had a talk with him about the
matter, you might get somewhere. I would approach it as a matter of him
taking a different, not so time consuming position with the troop. That
might assure him that you're not trying to get rid of him, just recognizing
the fact that he has a time crunch.
