I would call and cancel the EBoR.
I would feel that I, the troop, and the scout didn't have the time to =
attempt to go forward and carry out the EBoR with any level of credibilit=
or honesty. TIME ran out to make 11/18 and it is time to tell that.
Think about using the already scheduled meeting to find out what really i=
going on in this troop and with this particular boy. The Unit Commissione=
should get involved, maybe by running this meeting and finding a way to =
improve training about reading the small print in the BoyScout Handbook o=
in using the Requirements Book.
If you find out the REAL story is as bad as it seems then some kind of
recovery plan may need to be created to establish NEW Star, and NEW Life
dates with associated paperwork. Thank goodness the boy is only 16.
Separately I would talk to the Scout/Council Executive about the
Council Staff person that inputs to the BSA computer. How the staff
or the computer allowed for this situation is a Council Problem.
The Troop should have a legitimate gripe in saying =
"Why didn't someone at Council say something in April, May, July 96"
Good Luck, Not an easy situation.
