Camping on Chincoteague is all commercial, AFAIK, and rather expensive,
but there are both federal and state parks on Assateague Island that
allow camping. We camped at the state park last year -- very nice
facility, and reasonable cost. Check out the Web sites at:

Then you can navigate the rest of the sites for fees, permits, etc. Make
your reservations early, though -- they tend to book up!
BTW, in July, be sure you bring *lots* of DEET, and anchors for your
smaller Scouts so the mosquitos don't carry them off!
