No, it is not *required* as of NOW. It is required as of 1 April
1999. As a ACTUAL MATTER, it is an optional badge until then.
Of course, as Don points out, any Scout that is not Life as of NOW
(which actually is 31 October 1998) will definitely need PF to make
Eagle after 1 April 1999.
While I agree it takes time to earn PF, I'm not sure I agree with
"they need to start work on it now". It is the Scout's decision to
decide when he should work on any mb. I will go along with the Scout
needs to start now, or at least soon, if his intent is to make Eagle
sometime shortly after 1 April 1999 :-).

No, they would only have to do so IF they had actually earned Safety
or Sports BEFORE 1 April 1999 and had used them to satisfy rank
requirements. BUT - these would count in the total of 21, SO there is
no need to earn 2 more.
As a PRACTICAL MATTER, then, I would counsel my Scouts now to
concentrate on badges other than Sports or Safety from the Eagle list,
if that is their concern. If they have already completed some or all
of the work required for these badges, so be it. They count as part
of the non-required badges. If they already have a sufficient number
of non-required badges, they count towards palms in the future.
Bottom line - they still count somewhere. They are not lost, they are
not representative of wasted effort.

Without a doubt.
My main point in this is to ensure we are not demanding our Scouts
earn PF if they are not ready to. Let's let them make this decision.
If a Scout between now and 1 April 1999 desires to earn Sports or
Swimming to make Star or Life, that is HIS choice and he is fully
within his rights to do so. Let's let him exercise that choice as he
sees fit. There is absolutely no reason a Scout could not or should
not work on Sports or Safety, if that is HIS choice, and count them as
Eagle badges bewteen now and 1 April 1999.
OUR task as leaders, then, is to ensure that our Scouts and their
families are clear on the requirements between now and 1 April 1999,
and as of 1 April 1999. If we are using the approach that BSA is
jerking the Scouts around, then that is what our Scouts will feel too.
This IS NOT the case. BSA is doing it's best to keep pace with the
requirements of ourv times and society. Could they do better in some
areas? Certainly - as we all could.
I must point back to some of my posts, along with others on this list.
We said that we have got to WAIT until we see the OFFICIAL release of
what was changing, how, and when. I'm afraid MANY of us did not do
that. And it is evident in the messages to this list.
And who jerked who around on that? I don't think it was BSA! I
would invite everyone to go to the BSA OFFICIAL website and see what
the official word is an advancement changes at:
