Stating that all requirements are effective 4/1/99 does NOT necessarily mean
that they will not be phased in from 1/1/99. I agree that all that 18-201
says is that they will be effective 4/1/99. However, those who were at the
national meeting in May (before the public announcement) all came back
saying there would be a phase-in period during which the Scout would have a
choice. But, more importantly, in conversations both with Paul Wolf and
myself, John Dalrymple, adviser to the advancement committee, has confirmed
that there will, indeed, be a three month phase in period.
Now, all of us had hoped that the official announcement in Scouting Magazine
would have contained more details, but they chose just to refer people to
the flyer. However, the really official information about the advancement
changes will be what appears in the 1999 Requirements Book, which is the
ONLY official source for requirements. That book is scheduled for release
in early January and, hopefully, the inside front cover will explain the
full details of how the new requirements will be implemented. I can say
that in 30 or so years as an adult in the program I have never seen any
changes to the requirements that did not have some form of phase-in period,
so I would be VERY surprised if they did that this time.
The other thing that we have been told, but which is not clear from 18-201,
is that the criterion will be whether all of the work for a rank had been
completed by 4/1/99, NOT whether the Board of Review has been held by that
date. That would also be consistent with past changes and has been
confirmed by John.
I hope they eventually clarify all of this because there are lots of people
who have been given information based on these discussions with John
Dalrymple who will be quite surprised and shocked if it actually turns out
to be something else.

Jim's statement is correct, as far as it goes. What it does not address is
whether a Scout can use Cycling or Hiking as required badges for a Board
between 1/1 and 4/1/99. As I understand the phase-in that has been
described to me, they could, as long as they didn't count Safety or Sports.
