My answer really depends on two things:
1. How much notice did the Scouts have? You mention an announcement at
Court of Honor last week... and Halloween was Saturday! That doesn't
seem to give much time to schedule (sounds like my former council VBG).
2. Did the Scouts in question have previous commitments even with enough
time to plan? Could have had to work, or already committed to another
I whole-heartedly support helping the Charter Organization whenever
possible, but I doubt that the Rotary just got together and decided
"next Saturday we'll do this thing for Halloween". Maybe someone forgot,
who knows. I know its frustrating to be the only one of a few who show
up for service projects, I've been there, but I would look at the whole
