That is correct.

That is also correct.

Absolutely. In fact, IMO, EVERY Scout should start working on PF NOW,
even if he just joined, since it could take some Scouts quite some time to
be able to qualify for the merit badge.

This is true. But there are times where they might really NEED to count
them towards Star or Life in the interim. For example, a Scout who needs
to make Life this month in order to have the six months before his 18th
birthday to make Eagle MUST use the current requirements to make Life. If
he has Safety or Sports they count and there is no reason he shouldn't use
What I would recommend between now and 12/31 (or maybe 3/31) is that
Scouts not work on the four merit badges that are not on BOTH lists.
Thus, earning Hiking or Cycling doesn't help them reach Star or Life now,
and earning Safety or Sports won't help them toward Star, Life or Eagle
after 4/1. But some Scouts might not have the luxury of those choices
because they might already have those badges and there is absolutely no
reason not to count them toward the required badges for any BOR held

There are certainly going to be Scouts who will have completed fewer
required badges on 4/1 than they had on 3/31, because the Safety and
Sports that they have will no longer count as required. But, on the other
hand, some Scouts who will have earned Hiking or Cycling, even before they
were required, will find themselves having MORE required badges on 4/1
than they had on 3/31.
