Not to me. We have usually removed the Webelos neckerchief, and replaced it
with the Troop one.

I think it is an excellent thought, but one that should be checked with the
relevant Troop to see what their customs may be.

Strictly local custom, one way or another. In the past in my Troops there
has been a tendency for the Pack to buy the Scout Handbook.

The Troop's resources should be its own. Use your money to help the Pack grow.
