This is an issue of perception, but is none the less real. Our district
publishes a list of counselors. I am certain that it gets photocopied
and passed on in an uncontrolled fashion. The counselors should be
alerted to the itinet to publish the list, but then get one with it.

Non-issue - the scout still needs to get a "blue card" signed by the
SM before beginning work with a counselor. The card is supposed to
have the merit badge and counselor filled in. If counselors and troops
enforce this, there is no problem. Just be sure that you let the scouts
know that you will not except merit badge applications that were not
done properly from the begining.

Our district prints the complete list, but marks those counselors
that work only with a specific troop. Personally, I th ink it is silly
and wrong-headed to sign up only at a troop level, but that is a
personal choice thing.
