I am a troop committee chair.
I believe TC members need SMF, and then some. SMF is required to understand
program should run. This is even true if the MC has been a Scout, since
many troops don't
run according to the SMF "ideal."
Then there needs to be about a day extra to deal with TC issues that don't
need to be dealt
with in as much depth by SM and ASM types.
It might be possible to accomplish this all by breakouts. I'm not sure the
TC types need all
the know practice; this time could be spent with the real committee issues.
The drawback is
that unless the TC member has all the background that is given to ASM and
the SM, he/she may
feel at a disadvantage when dealing with program issues.
Seems like a lot of time, though. Nevertheless, I am convinced that the TC
cannot truly do its
job unless at least some of its members are SMF trained.
I'm glad I spent the time in SMF.
