Not to put too fine a point on it, but your council is wrong.
I have yet to see any textual support for the proposition that a SM (or
any other Scouter), merely by virtue of his/her position, is qualified
or authorized by BSA to counsel *any* merit badge, much less the three
cited (Cooking, Camping and Backpacking). For the reasons you cite, I
have no doubt that almost all SM's *would* be accepted if they applied,
but I find no basis for an automatic pass for SM's.
Just because your council does it does *not* mean they have read and
correctly applied national policy (I've seen and heard of astonishing
deviations from national policy). The MB counselor approval requirements
are minimal enough -- why throw them over in this case?
