With due respect to KY/MN MikeW and his FINE note on your subject I =
will PARTIAL-ly disagree with one of our Black Eagle's suggested =
solutions and offer other ideas that work on the same difficulty.

Mike was probably a dynamo in his military days as a great SM and so =
are a few others currently on Scouts-L as detailed and driven as is
and was our MikeW. This might have worked for him and them YET I don't
like this idea in the Long Run because I haven't been able to find a =
SM like MikeW and I also STRONGLY believe the boys should hold their =
own cards as part of THEIR scout learning experience. Just like weekly
dues brought by each scout holding on to THEIR cards is an education
for boy and adult.
If Mike's idea works for your troop DO IT. Please watch overloading
the ScoutMaster so they are expected to be Mr/Ms Do-It-All.

I have found piles of cards from Summer Camp thrown all over the place
and never touched again except my small spiders and dust mites. Again =
these were Good SM yet the boys lost THEIR partials forever.
I REALLY DISLIKE "Partials"
A>Suggestion #1: A BIG Wall Chart (Your own or BSA's)
Make these Partials VISIBLE to ALL every meeting.
Ideally the SPL, PL's, SM's ASM-Advancement, Committee-AdvChairman,
Jr-ASMs will then be looking at this HIGHLY Visible Chart and helping
these "partials scouts" move along via TEAM spirit and a continually
evolving troop scout program.
To keep this wall chart up to date assign a scout and an adult.
This can even be a SM assigned/agreed advancement rank earning job.
B>Suggestion #2: AnyOldTime SM, AdvCh, ASM-Adv, Review
Who works best for your troop works best with this idea. Ideally I =
would like to see the ASM-Adv or Committee-AdvCh and a boy leader =
from the PLC like the A-SPL, or JrASM have a regular sit down with each
boy or 2-3 at a time and review all their Opens and Hopes/Dreams. These =
troop leaders ideally are sharing the SM load in building, suggesting,
and planning future CampOuts and events.
Back to the front of Mike's Note
The rest Mike wrote is right on target and shows Mike is quite a =
"For the Boys" Champion. Most Councils if not all as of 1998 have a =
computerized list of Troop Restricted and Council Wide Counselors for =
each Merit Badge. Your troop should have one or maybe two copies of this
list. Use your Council's list and attempt to integrate into your troop =
some of Mike's ideas or even ones you come up. Page: 51 in the Troop =
Committee Guidebook is one of the places you can read some more.
