Showman Activity Pin

Well, as luck would have it, my Webelos I's this year want to pursue the
drama aspect of the Showman Pin, rather than puppets (which I saved all my
stuff from my last year's Webelos!)
I need to bounce off some ideas. I'm thinking we could do a "Webelos
showman Revue" with a couple humorous monolouges (#1) or patriotic
readings (also #1), and a one act play, complete with costumes and
scenery. We need to write this play, of course, and that's my question.
I have 12 Scouts in this group and they are really rowdy. I'm thinking we
write two plays (or skits), splitting the group.
How best do we decide on the "material" with a group this size. LAst year
we had one group start writing, and another group was supposed to finish
the writing. They just threw out what the first group did and did their
own thing, making Group 1 mad.
My thoughts for ideas were: Pick a couple stories and let them chose one
to dramatize - the Wump World, Lorax and Legend of Sleepy Hollow or
another scary story came to mind.
Pick some topics and let them choose one, then "lead" them through the
proper steps - characters, hero, villian, action, conclusion - then
scenery, costumes. Topics might be: scary, future, Scout,
Any help would be appreciated.
