Mary, I believe your math is off...if he earned 2 bronze, 2 gold and a
silver, that would be a total of 45 extra merit badges, making his total
66....if he has 51, he should wear two silver palms.
As far as records, if you notice the latest scouting magazine, there is
no records kept, yet I can tell you that there have been numberous scouts
who have earned all of the merit badges, in the Eagletter, the NESA
publication, they often print achievements of this magnitude...the first
ever in Connecticut was a few years ago....
I personally have the record for my troop...57...a total of 7 palms...or 2
silver and a bronze...the scout you talk of would be considered an Eagle
with 6 palms...2 silver...But I've since turned 18 a few years back, so
hopefully my record will stand, but seems in danger...
