Not at all true. Scoutmasters may only sign off on merit badges for which
they are approved by the Council Advancement Committee. I just happened to
have my "Advancement Policies and Procedures" guide (Publication 33088) with
me at work for another purpose, but here's the official national word:
"Persons serving as merit badge counselors must ... be recognized as having
the skills and education in the subjects for which they are to serve as
merit badge counselors ..."
"The Merit Badge Counselor information Sheet is used by district or council
advancement committees in determining the qualifications of persons to serve
as merit badge counselors."
"All merit badge counselors must be approved by the council advancement
"There is no restriction or limit on the number of merit badges an
individual may be approved to counsel for."
So you can see that a Scoutmaster _might_ be approved to counsel for all
merit badges, but it is highly unlikely (How many SMs would be
simultaneously qualified to counsel Medicine, Law, and Engineering, for
National Capital Area Council
