I don't know if there's a national policy, but I would not support
having packs provide their own training and calling it "basic training".
The District Training Committee must be involved to ensure quality
My Council addresses this problem by conducting Cub Scout Leader Basic
Training courses "on demand", so if one pack has several leaders who
need to be trained, we'll set up an official course in their area and
open it to everyone. In addition to ensuring that the course is
high-quality, this also gives leaders from other packs another
opportunity to be trained. The down side, though, is that it puts a
strain on us trainers because we need to be able to respond to requests.
If it weren't so much fun, that might be a problem!
