Guys-we really need to look at both sides of the coin on this issue. I can
understand the reluctance of a SM to sign off Scout Spirit on someone who he
does not know. However, instead of setting the scout back several months in
his advancement process, why not call the old unit and get a recommendation
from the old SM? We live in an area where we have a lot of sons of military
personnel moving in and out all the time. Lots of these kids move often.
Adding additional observation time on to their advancement process seems like
an unfair penalty to me, especially when the information is a phone call away.
Hey, if the old SM says the kid didn't meet the standards of Scout Spirit,
perhaps this would be a good topic of discussion that you could have as you
sit down for a Scoutmaster's Conference (advancement is not the only reason to
have a conference). If this kid was in the opinion of the old SM the best
thing since sliced bread and he will be an asset to your troop, give him his
Board of Review, get him a position of responsibility and count your
blessings. I don't think any situation has a cut and dried solution.
